Former Olympic weightlifting champion Galabin Boevski of Bulgaria was convicted of international drug trafficking and sentenced to nine years, four months in prison.

This is a decision of the Brazilian government and they are obliged to notify the embassy in advance. Once they made the decision to release him they acted autonomously
It gets juicier. Apparently Boevski is now a free man in Bulgaria.
The Bulgarian Ambassador to Brazil criticizes the whole situation and was promptly fired. (via)
Nikolov accuses the government of lack of legislature that would allow Bulgaria to continue to prosecute people like Boevski.
According to the Foreign Ministry, Ambassador Nikolov had failed to notify them in time about the release of Boevski, as well as the motives behind it. There had also been a lack of communication on the issue between the Embassy in Brazil and the Foreign Ministry.
